The Lame Duck session is a time when Congress can pass significant legislation as retiring and defeated members of the House or Senate vote along with returning ones. Or it can be a time without meaningful legislation as Congressional leadership prefers to hold off until new members are sworn in at the beginning of the two-year term in January.
